Asha Dean, Holly Genest and Patti Petesch submitted a proposal to the
Youth Committee outlining three possible options in which to hold our
2010 youth developmental track season.

Option 1 - Seven meets scheduled and coordinated by the Youth Committe
(all clubs help at all meets).
Option 2 - Four meets and three Association Prelim meets coordinated by
the Youth Committee (all clubs help at all meets).

USATF RISK MANAGEMENT - Patti Petesch shared with the Youth Committee
procedures that clubs should implement to help manage their exposure to
risks:

- Individual entry forms for Junior Olympic events can not be signed by
anyone other than the parent/guardian and/or the athlete. Coaches
cannot sign the forms.
- Club registration forms (that you receive from your members) and race
entry forms must be stored by the clubs for a minimum of 10 years after
the athlete turns 18.
- Clubs must inform athletes/parents/coaches of emergency evacuation
procedures.
- Do not use inadequate equipment (to prevent injury).
- Meets must be sanctioned by USATF.
- Background screenings must be renewed yearly.

CONCUSSION LAW - Patti Petesch informed the Youth Committee that the
Zachery Lystedt Law was signed into law May 2009 in the State of
Washington. This law requires that additional steps be taken regarding
concussions in private non-profit youth athletic programs using school
district facilities. This bill requires training and documentation
which USATF-PNTF Member Clubs must adhere to.

- Coaches and administrators must be able to recognize a concussion and
how to act on it.
- On a yearly basis, a concussion and head injury information sheet
shall be signed by the youth athlete and athlete's parent/guardian
prior to practice or competition.
- All athletes suspected of suffering a concussion or brain injury will
be removed from practice or competition and not returned to play until
cleared in writing by a licensed health care provider trained in the
evaluation and management of concussions.

Nov 10th - Youth PNA meeting
